As a Certification Authority, Neustar plays an integral role in the governance structure for the Calling Number Verification Service to mitigate illegal robocalling and call spoofing. Digital certificates issued by Neustar to service providers will be used to authenticate Caller ID, inform if Caller ID was spoofed and trace calls to origin.

Neustar’s certification authority services are available through our leading Certified Caller (STIR/SHAKEN) solution for service providers and expand our established infrastructure that supports reliable and secure certificate services for another critical telecommunications applications.

Certified Caller deploys all components of STIR/SHAKEN to fully manage the end-to-end process of verifying caller telephone identity, digitally signing calls and identifying spoofing. For existing Neustar Certified Caller (STIR/SHAKEN) service provider customers, certificate services are provided through our commercial microservices-based solution components.

For voice service providers using other than Certified Caller (STIR/SHAKEN) solutions:

• They will be guided through a forms-based process until one or more Application Programming Interface(s) are available.
• They will host their certificates in their own repository and be responsible for contacting the Policy Administrator (PA) directly for revocation.

Neustar is a pioneer in call authentication as co-author of the STIR standards, contributor to the SHAKEN framework, and exclusive host of the ATIS Robocalling Testbed for testing STIR/SHAKEN interoperability.
