Neustar runs the Number Portability Administration Center (NPAC), which enables the routing of phone calls and text messages for the telecommunications industry and the businesses and consumers they serve. The NPAC enhances competition in the telecommunications marketplace by allowing consumers and businesses to keep their phone number if they switch to a different carrier. The NPAC is responsible for delivering the authoritative network routing instructions for hundreds of millions of phone numbers, to all service providers operating in the United States.

In 1996, Congress passed the Telecommunications Act to open up local telephone markets to competition. As part of its efforts to promote competition among providers, Congress mandated that consumers and businesses be able to keep their telephone numbers if they decided to switch to a new company. Congress also required that the administrator of such a service be a trusted, neutral third party. As a result, a comprehensive telephone number registry – the NPAC – was created to support local number portability, make sure all calls are routed correctly, and inform service providers of changes as soon as they happen.

It’s essential that the nation’s numbering resources be administered in a way that’s competitively neutral. Service providers should not be subject to the concern that the numbering administrator has an interest in the success of one carrier over another, or even one industry segment over another. To make local number portability possible, service providers must share subscriber and network information with Neustar, so as to ensure all their calls and text messages are routed correctly. Neustar’s adherence to strict neutrality requirements provides confidence to service providers –and all of the consumers they serve – that each party is treated fairly and impartially.

The NPAC is the largest, most complex local number portability management system in the world. As the NPAC administrator, Neustar has overseen this suite of services supporting the telecommunications industry for the past 15 years. Neustar is the reliable and tested provider of this critical component of our nation’s telecommunications infrastructure. In fact, in 2012, Neustar received an “Overall Customer Focus” score of 3.9 out of 4.0, with an average customer satisfaction score of 3.84 out of 4.0 across all surveyed categories. In 2011, Neustar met all of the more than 2,200 performance measurements established by our customers – the U.S. service provider community – across all U.S. regions. In 2012, Neustar met over 99.9% of these targets.

In the past 17 years, the U.S. telecommunications market has evolved dramatically, as consumers have moved from fixed line to wireless and VoIP services, and as devices and applications have proliferated over the mobile Internet. To meet the growing demand, Neustar has evolved alongside the industry to deliver a consistently reliable, trusted and neutral local number portability service that consumers and business rely on.

Neustar has also played an integral role in providing service continuity support to critical infrastructure during natural disasters. For example, during the aftermath of the September 11, 2001 terrorist attacks and Hurricane Katrina in 2005, Neustar worked proactively with state and federal regulators as well as the telecommunications industry to help restore communications services to consumers in the affected regions.
